For that 750 budget, you can pick up a 1070 close to that range. A lot of folks here will tell you to get the Rx 480 (preorder from Sapphire... ) or stick with the 970. I'll tell you to wait it out, because if you want best performance for your PC, there's good indication that the 980 ti will drop in price and it has been fluctuating back and forth on the market recently. It even saw a price drop to $280 after mail in-rebate. It rose back up to $380, but when that's good indication that the price of the 980 ti will certainly drop soon. So yes, I say you should wait it out a bit longer (6 months) before even thinking about building a PC. Lets not forget that the rx 490 is also dropping this year, and that could definitely mean a price decrease for the rx 480 especially if the 980 price drops.

Thanks so much for the help but the prices in New Zealand are a little different and our currency rate is a lot lower then the USD meaning that people here will overcharge for a product, naturally I would order a cheaper product from america but the gst and shipping costs add another $150-$200 so it puts it right back at the average GPU sold in new zealand except for the fact that I have to wait alot longer for the product to be shipped to nz. But I will indeed consider your advice and I do also know what you mean when you talk about all the price drops so Thank you so much for the help!!!

Yes, the 750 nzd is roughly 583 usd. I checked the NZD pcpartlist to see what was in the range of 750 nzd for graphics card. The gtx 1070 was roughly 850 nzd.

I wasn't sure if you wanted to specifically get skylake to upgrade to an i7 in the future. Or if you prefer something a lot cheaper that performs better/at the exact benchmark of the i5-6500?

Right now on ebay, you can purchase an xeon e5-2670 - xeon e5-2690 for roughly $50 - $70 usd. That's super cheap, although it is on a LGA 2011 board, which means future upgrade isn't possible and finding the mobo for cheap would be challenging. But if you can, it'll be a super deal. It'll save you a lot of money so you can purchase a better GPU, and it does run on DDR3 instead of DDR4.

I see what you mean but what i'm looking for is a computer that can run all of my graphics intensive games and maybe even some VR games if i'm lucky but i'm considering the long term effects and how much it will cost for replacement parts, while still maintaining a cheap, low and affordable cost! I do also want to be able to upgrade the parts in my computer in the future which is why i'm buying good quality but cheap parts.
