So I couldn't launch ANY eye files, so I decided to do a fresh install of Windows. Now when I try to boot, I get to the "Lets get a few basic things out of the way" screen... I can go through, but then all of the sudden my computer just restarts. 64bit is and hardware. I'm so confused.

It's not a loop. I can still select these basic settings. After I hit express install, or even if I do a custom install, it just restarts and brings be back to the same page

So youre not getting to the desktop at all?

 

I would suggest trying another re-install off a USB key or cd, and making sure to not connect to the internet until after windows is done installing. This will allow you to create a local account instead of using your Microsoft account to sign in. Once everything is installed you can go ahead and connect to the interwebs and sign in with a MS account if you like.

When in doubt, re-format.

The problem is I don't have another win 10 copy. I lent it to my buddy to use.

click on download tool. You will have to download it (under 5GB iirc) but that's it.

I was hoping for an easier solution but I guess this works.

If you don't need anything that is currently on the drive, a re-format is always the easiest option since a re-install takes (generally speaking) under an hour but troubleshooting can take many hours and still fail in the end.

When in doubt, re-format.
