Accurate CPU frequency readings?

I noticed that Task Manager in Windows 10 shows that my CPU is capable of running at 400Mhz when severely underclocked but CPU-Z and everything else shows the minimum to be 800Mhz but the slowest CPU speed that can be set in the BIOS is 1600Mhz. I used Real Temps clock modulation feature and set it to 12.5% and it made the CPU run very slow but I don't know what it's actual speed is because everything gives a different reading.

Task Manager can sometimes be finicky when it comes to reading clock speeds. I'd trust CPU-Z

Athlon X2 for only 27.31$   Best part lists at different price points   Windows 1.01 running natively on an Eee PC

Windows 10 chooses a number between 4.0 and 4.4 to display my clock speed.

 

CPU-Z or HW Monitor are more accurate.

CPU - i7 6800k @ 4.2Ghz
