I believe the question is "Should one buy second hand RAM, and any other PC part for that matter?" For RAM, if you trust the seller and it isn't overly highly clocked, then yes.

 

Rule of thumb (if you trust seller and part was always run at stock specifications, and is not more than a year old): Any solid state part, second hand is fine. Any mechanical part, avoid. Peripherals, second hand is fine.
