It's well documented that GTA IV has terrible performance issues, but what isn't really well documented is the solution to this. I figured I'd ask here, and see if anybody had any experience with the game and trying to get it to run. I've tried most of the, "Fixes", and I've gotten it to an almost playable state, but I'm still suffering from stuttering. I've got an run MSI OSD to see how it was utilizing the hardware, and the only anomaly I'd noticed was that the frame-time would increase from it's typical 12ms to about 300ms. GPU utilization sits around 80%, and CPU sits around 40%-60%. Ram usage tops out at about 5GB. So far the only fix that has had any significant effect was launching the game outside of steam, which seems to decrease the frequency and severity to an extent.

 

Any help or ideas would be appreciated.

Yeah, I'm beginning to just think the whole game is messed up. By putting it on my SSD and launching it without steam, the stutter is quite a bit more manageable. Still annoying, but I've been able to get through half the game so far. There's graphical glitches all over the place, a lot of the cutscenes are messed up... I'm pretty disappointed.

Yeah, it really sucks, but blame Rockstar Toronto for porting an engine that wasn't ready to run on PC.

On the bright side, it's not nearly as hardcore on file encryption as GTA V so at least it's easier to mod without fucking something up.
