Weird Display Problem: RAM/On board graphics

Okay so i have most of my parts for my PC. (Except graphics cards so am running from on board) and i put together the build. No problems. Restart after entering bios to plug in windows usb and ssd. Then my display then kept freaking out. Keeps reconnecting, weird pixels. I noticed that on that boot i was getting stuck on "b2" and "99" errors but i finally got to bios. Booted from USB. (This display is still freaking out). I think my monitor might have broken so i switch source and everything was fine. I was really confused. Having 3 of the same monitors i tried on all three. Same problem. Then i thought it was the HDMI cable. Switched that to one i knew working. Still same problem. At this point i knew it was a problem with the build. Using one ram stick is fine. So i tried all of them one at a time in each slot. No problems. So i put them in in pairs. Works fine. Its just when all four are in so i'm really confused. Sometimes it boots when all four are in to windows. With no problems. Then restarting within windows a few times and the problem is back. Is it the CPU with its on board graphics?, RAM, Motherboard slots? What do i send for RMA if its not fixable? I should have updated to the latest BIOS if you are wondering

Did you try running the RAM at a lower clock speed? CPU memory controllers can only handle so much. My X99 build will only let me go up to 2666MHz with all slot occupied if I push it higher weird things happen. Usually crashes.

2666 is the default speed but will try lower it to 2133 if I can launch to bios again (currently having problems with this too when display is freaking out) 

 

What other parts could be causing this?
