I need to ask a question. I just clicked the restore button in Nvidia Control Panel -> Manage 3D Settings -> Restore. Then I remembered that my card is overclocked by EVGA. It is the GTX 960 SC 4GB. I doubt this, but will that restoration of settings remove the overclocking of the card? Also, is there a way to safely restore a card to the settings it shipped with, that doesn't mess with anything the manufacturer put in place?

No, it will not change OC that EVGA already put on this card.

That OC that EVGA set it, is now your default clock speed, so if you do any kind of reset to defult, it won't go lower that what they did with OC.

If you didn't Bios mod, there's nothing you need to restored before shipping it to someone else. Just take the card out and package it.
