I don't see why it can't.

 

You say you want it to be recording games, so I assume it would be a separate capture PC and will not be running the games. For this scenario, it will work just fine.

what currency is this 1300-1400? and what resolution do you intend to use?

http://pcpartpicker.com/list/JcjWXH Went with the Xeon because it has hyper-threading for almost the same price as an i5, which can help when recording. And GTA can utilize all 8 threads. No overclocking though.
