I am thinking about buying Cities Skylines and I am in no doubt that my PC can run it smoothly, but is it more dependent on cores or clockspeed? And is it GPU intensive?

It depends on the CPU more, and you are well equipped.

I think it would like more clockspeed, but you have so many cores/threads that it doesn't matter too much
