FileZilla Remote Issue Troubleshooting?

Trying to setup an FTP server through FileZilla...You name it, I have configured it, I can't think of anything else that I am doing wrong to make this server not work.

 

I have my ports forwarded, the application 'filezilla server' is "allowed" through the windows firewall, I have users setup, ports configured....

 

It all works on the localhost or the loop back 127.0.0.1, but I cannot get ftptest.net or a remote computer w/ filezilla client to work at all!  Clearly the problem here is the transition between my LAN to my external ipv4 address...could it be that I am using AT&T Uverse?  I know they are pretty restrictive and proprietary, but even then I would not expect it to work on the LAN let alone the internet.

 

Any suggestions or tips are helpful, really need help getting this thing up and going!

Do you have a public IP ?

Yes, and whenever I set that as the server address in the "passive" settings or something like that it doesn't work. I can't connect to it over the internet and the ftptest.net website shows it doesn't work either.
