Max Idle Temperature

Hello. I recently put my radiator fans onto the motherboard so they can be turned off when the temperature is low. 

 

I have set the radiator fans to turn on when they are 50c because when it was 40 and idle, they were on and off all the time. Is this a safe temperature to idle the CPU at/below? 

 

 

Another question; In BIOS It wont let me reduce the speed of the fans below 60% and Its pretty loud whenever it comes on, (The reason why I increased the fan temperatures). Is it possible to make it so the fans can go below 60%? This is the most recent ASUS BIOS

Idle temps don't exactly matter. Load temps do, however.

So would you say it is safe for the fans to come on at 50c to cool it back down? 

Also do you know how to make it so the fans can be turned on below 60%?

yes it's safe. for fan speed check the bios or use speedfan

Yes. I look in BIOS, but the fans will not go below 60%. It just won't let me, its like its got a cap on 60%. It can go over, however. 

 

This image is the fan curve (Before I set it for 50c) You can see that it won't let me go below 60% so it spikes up instead.
