i wanna build my first water cooling loop in my pc 

the loop will only be for the cpu probably will expand it after awhile to the Gpu

i would prefer at least a 240mm+ rad but if thats not possible in the budget i could live with a smaller one
the case i currently have is a s340 but i will be upgrading that asap to to the Fractal Design Define R5

(unless yall no of a better case fi can use)

when it comes to parts im not to terribly picky my only part that i do want in is the
mayhem pastel red for the Coolant 
my goal in the end is to do a white and red theme for my pc

any ideas are welcome

You could save few $ and get the Define S. It's just a stripped down version of R5 and it's already prepared with mounts and holes for everything you need with water cooling. I've ordered one last week and I'm not even doing water cooling, but I just love how clean the design is and they still found space for 2 ssds and 3 3.5" mounts in the back. 

 

Regarding the loop, you could take a look at EKWB's kits, the S360 is <$300: https://www.ekwb.com/shop/ek-kit-s360

It's more than good for cooling cpu and should be enough even if you add a gpu block.
