OK so my system are http://pastebin.com/vh30eT4p there is also i link so show what frames i should just about be receiving in games but im getting terrible frames im playing overwatch and i turned my setting all the way down to the lowest possible settings and nothing im getting 60 to 70 at the spawn with some dips into the 40 and 30 and once i got outside 60 and 40 and 30 and even if i turn my settings back up to high its exactly the same i dont know what to do i uninstalled my display drivers and got the new ones have the latest bios im lost all my driver are up to date please help

it sounds like you have a CPU bottleneck. go research if overwatch is a CPU bound game because ive never played that game ever before so i dont know

in the pastebin there is a link to my performance i should get in overwatch its over the recommended cpu and also it does this in other games too like my friend wanted to test and see so we got this game off steam called creativerse he was running smooth over 60 fps max setting easy he has a gtx 750 and a worse proccesor than me for 4gb of ram i was stuggling to keep 40 on low the change in resolution and quality didnt change affect the fps at all

Well, frankly, your PSU is insufficient for your setup first of all.

 

I would download MSI Afterburner and observe the clock speeds and voltage while you're running a stress test like OCCT, or Furmark and see if your voltage is dropping off.

 

Secondly, that CPU is pretty old. It's a very good CPU for it's age, but it's going to have troubles with some modern games and especially online games. Set up Afterburner with the on screen display and check your CPU and GPU utilization as you play. If your CPU is maxing out long before your GPU, then you know it's holding you back.
