VGA Cable Not Working

I have a INSIGNIA TV 32in and only has a VGA Port which sucks :(
I just installed Windows 10 and I tried hooking my VGA Cable up to my GPU (GTX 960) and it worked but not my other main Monitor that I always use.

On Windows 7 it was perfectly fine and would work with my DVI and VGA.

It's now setup to my DVI and not my VGA.

Any ideas how I can change it to allow VGA and DVI?
