Cannot boot or enter bios

So I just reinstalled Windows on my friends laptop, and I got all the drivers installed and everything was working fine, but I go to restart it and it gives me the insert proper boot media and press a key screen. I assume it's something about the boot order but when it boots up all I can see is the toshiba logo and no press F2 to enter boot configuration. The only way to get into the bios is through windows, but I can't boot cause it says that.

just mash f8, or delete, or what ever f key allows you into the bios  as soon as you turn on the computer

I've already mashed basically every Function key

the bios keys are F2 and 0 

if thoughts do not work you may want to try an external keyboard. and if that does not work you may try reinstalling the OS.
