Computer will not fully get into windows

Went to install a hyper 212 install went good.  Booted system, gets to just before windows logon then fans ramp up and debug displays 00 or d0, some research says that's late cpu initialization, I have tried the stock cooler, tried with just one stick of ram, still can not get it further.  With it getting to Windows and ramping up is it a heat issue, did I possibly cracking my cpu? Any help would be appreciated.

did you try re-seating the CPU?

yes I have, cleaned it with compressed air as well
