dell boot screen

I have a dell motherboard i bought used on ebay and tried to boot it up.

 

The boot screen just goes to loading bios and then shuts off. It does not go into the bios screen.

does this mean the former owner reset the cmos and i need to flash the bios or is this some other problem?

Try resetting the CMOS yourself, I bought a motherboard used once and this exact thing happened, restting the CMOS fixed it. Flashing the BIOS should be left till last.
