Graphics Card Help

Hello everybody and im here to ask about something so my little brother is getting annoyed on playing on my PC since i am always on it when he wants to be,so he wants to build himself a decent gaming its going to have a i7 3960x and a Asus Rampage IV Extreme , 8 gigs of ram ("decent") , and im building it for him so which card is better :

HD 7970 (MSi Lighting , 3GB)

GTX 680 (Point of View , 4GB)

 

Now i know the GTX 680 is a better card but i heard rumors that AMD is putting some nice driver support with it going to have full DX12 support and Mantle support also the case wont be anything HUGE so im worried that the gtx 680's 3 fan setup will not fit while the 7970 has only 2 fans , price does not matter ill get them both of ebay or a shop near me i just want performance and experience wise and also the card is going into a MS Industial Beast , and with what will the 7970 run better on dx12 or Mantle hes looking to game on games such as GTA 5 , Dying Light , CSGO , Left 4 Dead , Garrys Mod

Also will the case even fit a Asus Rampage since its a E-ATX Motherboard

Why an i7 3960X? Is that just what you have lying around?

No,i have a bunch more parts but thats the best CPU i got + the Mobo is the one i used as a personal Mobo until i upgraded to a 4960x and a Black Edition , so can you help me?

The 680 isnt a better card, it only was at launch. Now the 7970 is a more powerful card.

Though GTA V slightly favors Nvidia and Dying Light heavily favors Nvidia.

I made my mind im just gotta pay a 15 dollar premium and get a GTX 770

Why not wait for the rx 480? or save up and get a 1070 ? Otherwise the the two cards are very similar and whichever you pick you will have an ok experience with. Both cards are quite old and should be upgraded anyways if you are planning on running the latest AAA titles.

I think they are still very good for lets say a GTX 660 i played on it and i was putting GTA 5 at high now with a GTX 680 or a HD 7970 (a mixture between GTX 670 and 680) I would be running then on high/ultra not to mention that the gtx 660's 2gb of vram was crossed with Texture Quality but im sure there still good end budget cards.I dont want to save up for a GTX 1070 yes i have the money but i dont want to get my little brother into the gaming community like right away that was not how i rolled so i will probs wait for the rx480 and see the price/performance ratio + the rx480 is VR ready and my brother wants to start VR but personally i think VR is just cool in horror games
