It does when you are running games like CS:GO, where latency is frame rates (relative to real time) is critical

For an average gamer, playing things like GTA or just casual games, Freesync isn't necessary at all

 

I play CSGO semi-pro (college e-sports team) and I have never used a G-Sync (Nvidia version, which AMD copied) monitor and still never had a problem with latency

Only you can answer whether you care about screen tearing or not. That's really all it comes down to. I just got a Nixeus Vue24B for $200 on jet.com using a promo code. That's pretty fucking cheap for 144 Hz + FreeSync. No reason not to get one if it costs the same as a VG248QE.

Not worth it in my opinion. The FreeSync floor on that monitor is only 48 Hz and want at least 30 Hz.

Average gamer playing games on average setup is where adaptive sync technologies are the most valuable, helping greatly with smoothness on lower framerates and reducing negative effects of dropping below monitor's refresh rate all the time because of not powerful enough setup. This is where FreeSync can be a game changer. For competitive gaming, where you have to have rig that can constantly run your game at maximum available performance, adaptive sync makes much much less difference.

This is very entry level monitor, but if you don't want to spend more money than get it. As for FreeSync range, check if FreeSync hacking works on this monitor, for example through CRU. You should be able to get it to around 30,35-75 instead of 48-75.
