I'm really hoping it's not too much trouble to ask this. I have been having the worst time trying to figure out how to build a PC that will confidently do what I need so I'm hoping someone here could help. 

 

I have an extra keyboard and mouse and some hard drives so I wanted to build a small entertainment room PC. I would like it for light web browsing, watching HD video at 1080p and have an hdmi output for my tv. I would like to keep it around $350 Canadian or less. 

 

I would like it to be able to handle a proper desktop OS like windows though due to the budget likely Linux. My PC building expertise never involved budget builds and it's like I'm starting fresh. 

 

I dont know if I need a gpu or not and if not what CPU would be able to do what I need. I'm wholly unfamiliar with the concept of not building a full tower gaming computer. 

 

I would really appreciate it if someone could point me in the right direction of what I'm looking for because I'm so lost.

Something like an i3 with stock cooler and a cheap b110 motherboard would be ideal. The on-board graphics is more than enough for 1080p for watching movies. Honestly, you may want to look at getting a Raspberry Pi which can do everything you listed without issue including 1080p HDMI output.

I think it can be done, despite our dollar.  You will definitely want to go with Linux to save money and no you don't need a GPU.  Any integrated graphics will do fine.

This should do for a htpc. added that ssd for faster boot times if you care about that. Get your windows from kinguin/reddit for $20-30 USD.

what i did is just use the lastest CPU and also use a small case that it will fit in any place. just like consoles. also i choose the better manufaturer options in terms of hardware.

Thank you guys so much. I didn't think it be possible to go sky lake and have ddr4 at the budget. And I can shave down some of those costs by removing the hard drive and using a 2tb drive I have new in its box. This definitely sets me in the right direction thanks again.

Also it only use 4 GB of ram. Now these days the minimun is 8GB because my laptop that have 4GB of ram is ate by google chrome like its nothing.

Here we go again, joy.

The 80+ certification does not prove that the power supply is of better quality AT ALL. It just shows you how efficient it is at converting power from the socket into power for the pc.

Although to be fair, typically really high end power supplied are also quite efficient and have gold or platinum ratings.  And, this one probably is bad since I can't find mention of it anywhere on the PSU whitelists.  It doesn't even have a real name :P

Its the antec vp-450, made by delta. Its in STRMfrmXMN's whitelist and tier 3 in tomshardware's psu tier list.

although i disagree as the rating isnt asmuch of a issue as mentioned thats its effiency still of conversion .
