Will it be able to keep up with 2x X99 CPUs and motherboards?

Before you ask, I got it so I could throw whatever I wanted into the system, without a problem.

As I said before you're fine, unless you plan on putting some crazy OCs on the CPUs and adding like 10 HDDs the splitter won't have any problems. May I ask why though?

HDDs draw power from the motherboard and not the sata plug?

 

I'm not going with crazy overclocks, as I need stability, but I will still want around 4,5GHz on both.

 

As for why I'm going with splitter... I can fit 4 PSUs, but when I already got 1 that can handle it all, so does it seem pointless to buy more.

All the ports on a mobo require some amount of power to work + if you were using that many HDDs I would also assume a raid card is being used as well.

Its a dual motherboard setup. So 10HDD/SSD is not that that hard to use.

Not to mention PCI SSDs and such.
