FPS limit

Hi everyone. My computer never gives more fps on gameplays than ~ 60. Ive been trying to play games on 720p and framerate was constant 59. is that something with monitor refresh rate? Or just wrong gpu?
Gpu temps are always below 70c no matter what you do. I've been rendering images on gpu, playing games, that requires a lot of PC juice it stays about 64- 68C

 

My PC - intel 6700k@ 4.5ghz, MSI R9 380 @1107mhz core and 1527mhz memory clock , 16GB Corsair Venegance DDR4, Asrock z170 PRO4s.

Using 1080p monitor, 59hz via DVI

Seems like V-sync is on... no problem with it, though, unless you have a 144hz monitor.
