System: i7 4790K, Hyper 212 EVO, 16 GB Crucial Ballistix, GTX 1070 Super clocked, MSI Z97S SLI Krait Edition, Corsair RM 750, Corsair 750D (with 2 additional 140mm NZXT fans up top for exhaust.)

Have you tried verifying the game cache?

I'll leave this guide here so try it out. Worked for me aswell as other people.

I once explained to my girlfriend what true love is. I said, "If you were a shit, I'd put you back in" and to this day, she is still my little shit.

Thanks trying it now, side note before you replied I restarted my PC and managed to get to the menu with 30fps but when I would click something it would go back to the BL logo then back to the menu screen... rinse and repeat

Turn off vertical sync and check if your fps is capped, set it to uncapped if it isn't already and make sure vertical sync is off. BL 2 is notorious for being badly optimized so also try to bump it down to 1080P and see if that does anything for you. You should also check your drivers for your gpu try to mess around with physx, could be that you haven't updated your physx drivers aswell, so make sure you check all your gpu bound drivers.

The borderland franchise is the very gatekeeper to physx, it should be available, if its on low, just disable it.

UPDATE: used 1080p uncapped physx on low because I couldn't disable. Updated GPU drivers, results are still pretty much the same. EDIT The game also seems to do something with windows explorer making it almost completely un responsive. I can still pull up start menu but I can't type in the search bar (windows 10)

Another Update: tried reinstalling the game completely... issues are still there, also launching the game seems to cause issues with windows explorer, when I try to access the search feature I can't type anything and when I open file explorer it becomes unresponsive... I just wanna play Borderlands :(
