I think you are saying you want an i7 because you have seen Dell,HP,Lenovo desktops with i7's around the  $600 price point.

I was in this same situation around 2yrs ago until I started learning all about building computers.

I would recommend watching LinusTechTips, NCIX, and basically any other tech youtubers that provide good computer building information. To give you a small piece of insight,---

 

One major MAJOR difference between those Dell, HP, Lenovo, computers is the graphics card. Most of those computers have ON BOARD GRAPHICS rather than DEDICATED GRAPHICS. That is why if you wanted to build a gaming computer for $600 with a good graphics card, it would be very hard to fit an i7 into the budget.

You can build a computer with a graphics card that could max out mine craft and League for around $400, and for $600, you could build something that would be flawless on those games.

My friend said that he get a average of 130 fps using a i5 6400 and can go down to 60 sometimes. 

 

Is is that normal fps for Minecraft using a i5 6400?

Maybe he has shaders or he is using integrated graphics.

If he does use integrated graphics, then with this build, you'll get way more fps.
