Because your radio button is not set to custom I bet.

Just select the "Adjust for best performance" radio button and click apply.

Well then you're stuck with Aero forever and there's nothing you or anyone else can ever do about it. Nothing. Ever.

I'm kidding.  Since it's evident that switching to classic view isn't working you'll have to identify what's stopping windows from doing it.

Maybe try killing explorer, switching to classic, then restarting explorer.

The point is that if you've adjusted for best performance correctly we know that a surefire method for turning off aero is not working in your system. So there has to be some process, some setting, or lack of setting specific to your system that is stopping the system from entering classic view.

I was offering the explorer process as a possible example.  The next culprit I would go for is the themes service.

click start and type services.msc in the textbox and hit enter.  Scroll down and find "Themes", stop and then restart the service and make sure it's turned on.
