Well if it is working differently depending on how you launch it, that is very strange.  What specifically are you clicking in the start menu to open it?

I'm not seeing anyone else mentioning this issue and I can't find any details on how that launcher actually works, which is unfortunate since it's clear to me that how it is performing that action is the source of the issue.  In the mean time as a work around, I would just pin explorer to the start menu and/or taskbar, and turn off that "File Explorer" option in the settings.

 

Update: hold on, I just remembered you mentioned having Intentor installed.  That is known to cause issues.  Try having a read through the solution here:

That was for 2014 i had the 2017 trail installed

It's possible it has the same issue, especially since you had inventor and this very specific problem - too much to be a coincidence if you ask me :)

i used the update tool to look for an update and it said it was up to date. 

edit i just said there was one. ill update and report back.

People in the comments are saying to fully uninstall Inventor (so if that process was messed up at all, try reinstalling it and then removing it again), and they are also saying to remove KB3081449 and KB3081448.  Finally, if you have scaling turned on (but it looks like no) try turning that down or off.

Like I said, if you want to try removing Inventor again cleanly, install it again, and then uninstall it.  That should catch anything that got messed up during the first uninstall.

I cant get it to install. i'm just going to do a windows refresh.
