Need Help w/ Color Problem

Details:
I really don't know anything about it other than it looks like my PC decided to apply a freaking Instagram filter on my screen 24/7. It has happened before when I experienced a power outage. Back then I asked someone else to check with Teamviewer to see what I was seeing but he found nothing wrong so I thought it might be the monitor so I changed the monitor but it stayed the same. It seemingly resolved itself over the course of a few weeks until I had another power outage recently. Now I'm not patient enough to cluelessly wait for it to resolve itself again. I turn to LTT for some answers.

1. How to fix it

2. What causes it

3. How to prevent it from ever happening again
