Why are you running Windows 98?  That operating system is older than half the people on this forum xD

I bought this old computer since I had one the nI was younger and installed Windows 98 on it. Now I want to use this sound card on it.

That's a relatively new product (~2010) right?  Something tells me there simply won't be drivers for it (for 98).  Would you be open to trying a lightweight Linux distro?  At least then it would be up to date, even if it is still old hardware.

I think the sound card is a 2003 model and there is a driver for it. I tried it on a computer with XP and that didn't work. Next I plan to try it on a computer with Vista as that is my last PC with a PCI set.

Oh ok.  If there are drivers for it for your system, it should work if it is physically functional. I'm not sure if anyone is really skilled at troubleshooting windows 98 anymore though so if that doesn't work... idk.  Plus, windows in those days was really temperamental and buggy to begin with.  Honestly my best suggestion would be to change OS :(

I don't use it often so if I can't get it to work, I'll return it to the eBay owner who does allow me to.

That sounds like a good plan.  I honestly can't suggest using that system: the hardware and software are grossly out of date and anything you can find these days (in terms of OS, sound card, etc.) will be better, I'm quite sure :)

Well it's more for nostalgia so I don't plan to use it often. Just to have around.

Error 28 on Win 9X mean "The drivers for this device are not installed" so the chances are the drivers your trying to install are not the correct ones for the device.
