turn off liquid sunshine effects xD  what are the other settings and what's your system specs, this could be many things from overclock issues to power to gremlins eating away at the traces of your card....ok that last one I made up but still, system specs may help to diagnose

This wasn't an issue when I first got this card 3 months ago.

EVGA GTX 960 4gb SSC

Intel 6500 3.2 Ghz

Ripjaws memory 4gb (x2) 

Have not done any form of over clocking

I have a 650W power supply so I do not believe that would be it

Well that doesn't eliminate the chance it could be power issues, especially if your psu says sparkle or shine (hence your sparkle and shine xD) barring that it could be driver related or......I've had another odd issue like this and I'll try to remember why, but start with checking for a driver update, or if it was recently updated try a roll back

I have rolled it back to 362.000 

Is there a chance this is acually a GPU problem?
