Memory errors but everything looks fine?

"close programs to prevent information loss"

"your computer is low on memory"

 

This is happening every 15 minutes i can't even use my PC anymore i didn't change anything and my task manager looks fine

I got 16GB and looking at task manager i just had a crash and this is what it saids currently

It said's 26.8/27.7 GB committed, i think that is the issue.. but how do i find out whats causing it when everything looks fine?

In the other tab i'm only using 20% or so memory the most being chrome but its nothing absurd. 

Help?
