can a i7 6600k + 16gb of 2133mhz ddr4 + r9 390 8gb edition run fallout 4 at max graphics?

Thats a very beefy setup. As long as you aren't running any mods you should be fine. Even with mods you have plenty of overhead for now. As the mods start getting bigger and more complex over the next 6 months, you may start to see your frame rate dip. Besides that, if should be able to handle it.

I've never played FO4, but based on your specs, and the face that you have the 8gb version of your card, you should be able to achieve 60 FPS at 1080p.

My friend have an i7 with a GTX 980, and when she was playing fallout 4 it frequently dip under 50 fps, Fallout has a lot of performance issues. 

 

Her monitor is not even 1080p, I think its something like 1680 x 1050.
