GPU/Monitor issues. Help?

So I bought a Dell Gaming S2716DG monitor a couple months ago and ever since then my GPU core clock and memory clock speed will not downclock. I have three monitors, one being the Dell, one being a ASUS VG248QE and the last one being the Acer G6 Series G226HQLBbd. The only monitor that I have that isn't a 144Hz monitor is the Acer. I have been able to narrow it down to my problem to the Acer monitor. When I disable the Acer monitor my GPU downclocks like normal but when I have it on that's when it's ramped up. I even went as far as to disable the ASUS monitor but that had no affect on the clock speeds whatsoever and I tried a different 60Hz monitor instead of the Acer and it was the same story as before.

 

Things I've tried

-Forcing a downclock (worked slightly but ran into more issues than it fixed)

-Setting the refresh rates on my 144Hz monitors to 120Hz, 85Hz, and 60Hz, (no change)

-Changing the Res of my Dell monitor to 1080p (no change)

 

So my question is, would getting a third 144Hz monitor fix this issue because before this I had two 60Hz and one 144Hz monitor and had no issues, it only started after I got the Dell to use as my primary. 

Also, does anyone know why this is happening?

 

I am using the EVGA 980 Ti Hybrid graphics card for this rig and the rest of the build is in my signature.
