Best for the price from what I've seen would be the XS-PC EX360. They're very inexpensive while still being decent radiators -- Performance-PCs has them for about 60 USD, and I've seen them for slightly less at times. Other brands aren't going to perform significantly better, at least not enough to justify paying upwards of 80 USD if not more in my opinion.
