You need to get them on different cables. How many wires does the small fan have?

if you know how to diassemble the fan and reassemble it, put some lubricant in it

or just drip some non-conductive lubricant in if you can see the shaft from the outside

-sigh- feeling like I'm being too negative lately

The big fan cable is too short to be plugged in the CPU fan pin. (wrote psu instead of cpu on the image lol)

It seems like a lubrication issues, or something to do with the fan hitting the housing. If you know how to take it apart, check that there isnt any interference in the fitment, and add some grease to the bearing...

The wires are joined? Is there anything else than a blue wire coming from the small fan? (blue is usually for pwm) If you cant lubricate the fan like others have suggested, you can take the wires from the small fan and put a separate plug on it. If you dont need high rpm you could put it on a 5v supply (USB,molex, sata). Red is usually + and black is -
