Can you be more specific with the particular parts you're thinking about throwing together? For all we know you're looking at putting the wrong physical format and wrong types together!

I am trying to use a I5 6400 @2.7GHz 4core 4 thread  Wanting 1.35V RAM <This it the other conflict| cooler coolermaseter siedon 120V 86.2 CFM Liquid CPU cooler | Asrock H170m-ITx/ac mini ITx FCLGA1151 motherboard | Kingston HyperX Fury Black 16Gb 2x8GB DDR4-2133 RAM @1.2V<This is the conflict | A samsung 850 EVO Servie 250Gb 2.5in SSD | Videocard: not planing to use one useing the intel built in graphics. | Silverstone Sugo Sg13 Mini Itx Tpwer case | XfX XTR 750W 80+Gold Certified fully modular ATX PSU I do know I am using a ATX PSU with a MINI ITX board. The mother board can use a ATX PSU. | It will be running a copy of Win 10 This is a first build and I am wanting to make sure there areno conflicts with the rig

Yes, you should be fine with a full-sized PSU in the SG13. Reminds me of this video:

 

 

 

If you don't mind, I'm gonna bulletpoint the specs you've mentioned out in a more friendly way:

  • i5 6400
  • Seidon 120V
  • H170M-ITX/AC
  • HyperX Fury Black 2x8GB

  • XFX XTR 750w Gold
  • Windows 10

My thoughts: 

  1. That power supply is hugely overkill. You would probably be fine with a pretty low wattage power supply if you're not going to throw a nice graphics card in. If you are going to throw a nice graphics card in, I don't see much reason to go with more than 550 watts. And you probably want something shorter.
  2. The motherboard is probably fine, but some people are prejudiced against ASRock boards. I'm not sure you need the H170M over the H110M...
  3. The RAM: I think you might want to go with lower profile RAM. I'm not sure how much of a concern it'd be, but shorter is usually a better idea.
    With the voltage concern, the processor has memory controllers for both DDR3 and DDR4. The DDR4 controller supports the normal voltage range which I believe starts at 1.2 volts. The reason you're confused is because the DDR3 memory controller only claims to support lower than normal spec DDR3 (known as DDR3-L). The voltage is fine.
  4. The cooling should be fine with that cooler. You probably wouldn't even need an AIO, but it'd be nice to have.

You don't understand!

 

The 1.35 volt RAM rating is for DDR3, rather than DDR4. You don't appear to be planning on running DDR3, so it's not at all relevant.

And the power supply is overkill even if you're looking towards a high end video card in my opinion.
