I won't make it so complicated this time, and ask just a simple question.

 

My GPU core clocks/voltage are unusually low under full load. Temps are totally fine, all GPU settings are on default, never OCed, 12V rail voltage is fine, no system instability, same problem on both Linux and Win10 (just tried to see if it is some Win10 bs).

 

Could this be a faulty PSU after all? Or something bad going on on the card itself? Thanks!

 

specs: EVGA GTX 780 SC w/ ACX, 16gb ram, 4770k, 650W seasonic PSU
