My PC is under performing Help!

So I have had my PC for about a year and a half. I have always seemed to get much much lower fps then I should but I have put it off. Now that I am playing CS:GO  competitivly it's really starting to bug me. I have a GTX 970 and in cs go on medium and low setting @ (4:3) 1440x1080 (black bars) I am only getting around 150 fps on average I get lower frame then I should in almost every game.

Yes my drivers are up to date

Yes my  Monitor is plugged into the graphics card 

No my graphics card is not thermal  throttling 

No  The CPU and graphics card or not overclocked except for the factory overclock on the graphics card

my specs are:

gtx 970 gigabyte G1 gaming 3x fan one

i5 4690k

16 gb of ram

750 watt psu

Do you ever dust out your PC? That could be the issue.

Once you get above 120 its less about you getting the hardware and more about how the hardware is made. Say for example the process between the card may be CSGO sends details of the frame to WIndows, windows sees its a GPU instruction list and sends it to the gpu driver, then the gpu driver translates it into GPU code then the GPU reads it, finds the fastest way of doing it then does it then finally sends it to your monitor. All currently 150 times a second. So yeah be grateful your getting 150 lol. Maybe its a game cap?

If we go into things that small
thermal paste on gpu and cpu

monitor (they have a frame buffer and stuff so I think it may change fps)
other programs running too

bordlerless or fullscreen

Csgo fps default game cap is set at 300fps unless you have it set otherwise. If you want to change max fps in game the command in console is fps_max numbershere. I get around 200fps with my 270x on high so it sounds like a gpu problem to  me

try the card in another pc? 

Could always be a cpu priority code that some programmers use in their coding. It simply tells the processor to stop one or all of its threads and do this quickly, then continue. Safe mode is also an option

Cs go is very competitive and 150 fps isn't really enough anyway my friend with a 750TI gets 300 fps and I have my fps on 350 btw
