Watching MSI afterburner you should be able to see if the GPU or the CPU is maxing out*.

 

* Just be mindful of number of threads.  If a game or program can only use 1 (for example), and you have an i3, "maxed out" will be about 25%, since it will pin the equivalent of one core only.

How can i figure out is my CPU or GPU is holding me back? I have an i3 4170 and an EVGA GTX 950 SSC. I want to prioritize the upgrade that will get me more FPS in Just Cause 3 and other triple A games. I saw online that people with quad cores were getting much better FPS in Just Cause 3.
