Do you guys know of any tool to throttle frame rate?

 

If a cpu doesn't have the muscle to render a game at 1080p at 60fps, no sweat at 30fps, and it seems like it will do fine at 45 fps, is there a tool that will set the game's frame rates at 45 fps?

Don't suggest hardware upgrades because the owner has no money to upgrade.  Throttling tool should be free.  Afterburner?

 

G3258 oc 4.2ghz

GTX 650ti

GTA5

 

Stutters at 60fps

30 fps no sweat

 

Logging on fps shows the average is at 45.  Throttling back and forth between minimum and max causes stuttering.

I'm guessing if it can be throttled at the average of 45 fps, it would run better.

riva tuner statistic server.... its free and can cap frame rates i use it to cap mine at 144
