Windows proxy fallback

I have privoxy and polipo running on my server as proxy servers for caching and adblocking.

 

In order to get them to work with chrome I need to set a system wide proxy for Windows. This is fine the majority of the time. However, if my server ever goes down for whatever reason, the proxy servers go down with it and my "internet" basically dies as Windows can no longer find the proxy servers

 

Is there a way to set a default fallback option in Windows, such that if the proxy server is not found, it will fall back to using no proxy until it is back up again?
