The mobile CPU can't cut the needed Performance for the game, and the GPU (iGPU?) can't cut it either.

You need a much more powerful Laptop or at least a midrange Desktop PC.

laptops don't really have many options for upgrades and it is tough to run GTA 5 even on new "gaming" laptops. You might have to be more realistic of on the games you can play. That being said, you can close all the other programs in the background, lower all the video settings. Depending on the amount of RAM you have it might give you a little more boost. There are still really fun games that have lower requirements, and if this was a desktop computer you would have many more options, but no magic fix in this case really.

Do you have any  budget for building a desktop? You can get a few parts at a time, and eventually sell your laptop to complete the project. You can build a decent desktop  gaming computer for a modest price.

If we're talking about laptops, you're pretty limited on upgrading. A RAM upgrade might possibly help with stuttering if your game is maxing out your RAM. In some cases, you can even upgrade the CPU, but laptop CPUs are often harder to get a hold of if you're not an OEM. Otherwise, there isn't much you can do reasonably.

If you are going to play such demanding game, you will need to close all background processes during gaming. And even then only way to increase performance in game is to lower graphic settings and resolution.
