uninstall the gpu driver using ddu and then install an older version of the gpu driver

see if this fixes it

Recently I've started experiencing a lot of weird frame stutter events while watching videos on YouTube. The image starts flickering, like it's trying to show two different timestamps at the same time. This only happens while fullscreen and both on firefox and chrome. The issue is worse while I'm gaming or otherwise have a process taking up GPU resources.

 

Seems to only afflict Firefox.

 

How would I go about troubleshooting this?

Bummer, looks like 362.00 isn't supported on Windows 10. 364.51 it is.
