Strange keyboard and mouse issues

So I had this problem for a while now and didn't find a way over it...

When I start my PC, my keyboard usually doesn't turn on. Usually when I install/uninstall the drivers, it turns on, but sometimes not. If I do it several times + restart, I can make it work, or reseat the USB connectors. Also this sometimes happens with my mouse. So what could be causing the issue? Is it the keyboard, bad software, or something else? I plan on buying new stuff, these are already out of warranty, I have it for 3 years.

Im guessing since the keyboard and mouse are 3 years old, that could be the problem. I assume you upgraded your computer in the past year so the motherboard connectors could not be the problem.

Well the motherboard itself IS faulty (bad PCI-e slot), but I can't RMA it, because I've lost the reciept :S. Not sure if it has anything to do with the ports, just wanted to point it out.
