HELP! Windows 10 broke!

So I was having issues with my internet. It kept telling me that there was protocols missing. I went on the Microsoft forums and someone with a good rep said to go to my registry and delete two folders that was supposed to reset my TOP or something. After that I restarted my PC and a Windows update was going on. It booted once and froze, then rebooted. This time I typed my password and nothing was happening. I click on the button at the bottom right to restart my PC, when the popup came up asking which action I wanted to take(shutdown, restart, ect.) the popup came up blank. Please help!

You may have deleted the wrong registry key!! this is really dangerous if you don't know what you're doing! All I know that you can do is to try to boot into safe mode, and try to go back to a restore point.

Hey turns out my problems were cause by the windows update, and not the registry file I deleted lol
