It will display to the 2 monitors no problem as long as they have DVI or HDMI inputs (avoid VGA at all costs *shudders*), but dont expect to run any thing more demanding than MS Word at 60Hz

Z97-HD3 with i3-4170, will this combo support 2 LCD monitors of 27" with a resolution of 1920x1080 (each)?

The motherboard has a VGA, DVI, and HDMI display outputs.

The main purpose of the build is office use for buying cars off online auctions.

You shouldn't have any issues. As @DrM mentioned, don't expect too much!

If I were to get a dedicated GPU, which one should I get (under $50)?

I'm thinking about few of these.

If you want a dedicated GPU then any of those would be ok. I personally like this one as mentioned above.

Good price, looks great, performs great.

I'd try the iGPU though first and see if you are happy with it. I honestly think it would run fine, if you want to though then that card above is a good option.

Considerably worse for only $6 less.

Scroll halfway down the page and compare the benchmarks.

http://gpuboss.com/gpus/GeForce-GT-710-vs-GeForce-GT-610

Higher clock speed 954 MHz vs 810 MHz Around 20% higher clock speed
Higher effective memory clock speed 1,800 MHz vs 1,200 MHz 50% higher effective memory clock speed
Higher memory clock speed 900 MHz vs 600 MHz 50% higher memory clock speed
