My cpu cooler runs at 100% all the time.

I am using an arctic freezer rev. 2, with a 4 pin connector. In my bios I have no option to set the speed to PWM mode, it only has smart fan target, and sysfan1. And sadly, for some reason Speedfan doesnt work at all. Any solutions?

make sure the cooler is sitting on your CPU correctly and not over tightened. I accidentally over tightened my new cooler awhile back and the temps and fan speeds went crazy, I took off the cooler to find it had squeezed all the thermal paste out and there wasn't any in the center where the die sits under the spreader. I reapplied the thermal paste and put the cooler back on, this time correctly and after that no problems.   

 

also make sure you have the fans on the proper fan header some boards have 2 CPU headers for some reason

The cooler is sitting properly, and the fan is connected to the right head.

 

Simce I first installed it I had this issue.

Might be a temperature sensor issue or messed up fan header then
