Sapphire 390x Third-Fan Doesn't Spin?

Hey guys,

 

So around Black Friday/Cyber Monday time I bought a Sapphire R9 390x Tri-x graphics card from Newegg. The card runs great, for the most part. About a month (maybe two? I don't even remember anymore) ago, I've started having this issue where sometimes if my computer has been off for more than 4-6 hours, sometimes when I boot it up the third fan closest to the IO plate just doesn't spin, but twitches a bit. As if it's trying to spin, but is being blocked by something. And if I physically go down and spin it myself, then it spins fine til I shut my computer off again. Then sometimes the fan spins perfectly fine. 

 

I've tried cleaning out any and all dust built up in the cooler and fans, I've made sure that its getting enough power, and I've even checked my BIOS options for my card. I'm completely at a loss on what to do at this point and I'm starting to look toward either trying to RMA this card, or just get a completely new and different card.

Try getting MSI afterburning and set the fan speed to 100% it should turn on all 3 fans, If not something def is wrong with it, My 3rd fan doesnt turn on unless the card is VERY Hot, It only uses 2 max.

I do use MSI Afterburner, and I've tried doing that before and the fan still doesn't spin without me going down and spinning it.

Yeah i would RMA it unless you wanna try a diff card.
