4k on dual 3840x2160 monitors at 60 hz

The maximum is for SINGLE Display, you can connect as many 4K displays as your outputs let you. 

I want dual 4k 60hz monitors for general-use, and for gaming I will use only 1 of the monitors.  Each monitor is 3840x2160.

 

When a graphics card states a maximum resolution, is that for 1 monitor only or does this exclude the possibility of expanding the desktop on another monitor?

For example, the GTX 980 Ti specs are as follows.

Maximum Digital Resolution: 5120x3200 (with dual DisplayPort)

Maximum VGA Resolution:  2048x1536

If I have dual 4k monitors, my resolution would be 7680x2160 which exceeds the maximum.  Is the only solution to have 2 non-SLI/crossfire cards?
