Weird Desktop Networking Issues

Lately when I have been ingame or on Skype and I'm watching a YouTube video, my internet keeps to fall behind and drop packets. I don't believe this is a hardware issue (Gigabyte switches and Cat6 cables). My internet speeds are 100 download and 10 upload, so I am out of ideas at this point. Ping is low, Google DNS, firewalls off. Any ideas? I just ordered a PCI NIC to see if that might help.

I have determined that it is my PC that is affected. All other computers work fine.

I now believe that it is when Chrome + Skype + League are used together. I tried going off of LAN and using a wireless adapter and problem still happened. I removed Skype from the mix and it didn't seem to happen. I guess I just keep going at the wonderful troubleshooting process.
