Well, my other computer already has windows on it, but I don't use it very often. So if I wanna use windows on my new pc, what do I have to do?

did your buy Windows for the computer or did the computer have Windows on it when you bought it

I had windows when I bought it. It was a Dell Precision T7500 workstation with 12Gbs 1333Mhz DDR3 Ram, W5590 Xeon Quad-Core and a 500GB WD Caviar Blue HDD and a 1kw PSU.

You had it or it had it. Well if the computer had Windows on it when you bought it you can't transfer it. So you'll need to buy a new key.

You will need to buy a new Windows key.
